Helene's top wind gust in Pinellas County, 73 mph, was measured at Clearwater Beach. Milton brought more wind and rain than surge to Clearwater. Its peak water at Clearwater Beach was 1.3 feet above normal high tide. Gusts across the county generally ran 80 to 100 mph.

Pinellas County's building office handles unincorporated parcels, plus Safety Harbor, Belleair Beach and Indian Rocks Beach. Clearwater has adopted higher standards than FEMA for properties in a flood hazard area.
