Hurricane Helene pushed the water at St. Petersburg to a record 6.31 feet above normal high tide in September 2024. Less than two weeks later, Hurricane Milton dropped 18.54 inches of rain on Albert Whitted Airport in one day. Helene beat the old St. Petersburg record of 3.97 feet, set by Hurricane Elena in 1985. Milton brought more wind and rain than surge, with a 101 mph gust at Albert Whitted Airport. Its peak water along the Pinellas coast mostly stayed around a foot or less above normal high tide.
A flooded house does not always have to come down. Often the fix is selective demolition: the wet drywall, insulation, flooring and cabinets come out so the frame can dry. The City of St. Petersburg does not require a permit just to remove storm-damaged materials like these. A building permit is required before any of it is repaired or replaced.
Other houses are past saving, or the property owner would rather rebuild higher. An asbestos survey comes first, and we schedule the teardown around it. Then the whole structure comes down, slab included, and every load leaves in our dump trucks. Hurricane and flood damage teardowns are part of the work we do.
St. Petersburg runs its own permitting. Work inside the city limits goes through the City of St. Petersburg Construction Services and Permitting Division, not Pinellas County. City residents get a 25% discount on National Flood Insurance Program premiums, and unpermitted repairs put it at risk. City codes staff monitor storm-damaged properties for permits, in part to protect that discount.
Homes in the Special Flood Hazard Area fall under what the city calls the 49% Rule. A home counts as substantially damaged when cumulative repair costs reach 49% of its pre-damage market value. Then the whole building has to meet current zoning, building and floodplain rules, which can mean elevating it. The rule covers all repairs, even when the damage did not come from flooding.
The city takes market value from the Pinellas County Property Appraiser's assessment of the structure. An owner who disagrees can submit an independent appraisal done within the last 12 months. When the repair math reaches 49%, some owners choose a teardown and a new, higher house. Ask the city's permitting staff how the rule reads for your address.
St. Petersburg is an older city of 258,308 people, counted in the 2020 Census. Census estimates put the median build year at 1969, and about 7 in 10 homes went up before 1980. More homes date from the 1950s than any other decade, about 32,000 of them. A 1950s block house on a slab comes down differently than a frame house.
When the lot is worth more than the old house, a teardown and rebuild can make sense. We take down the house, garage and additions, break out the slab and driveway, and grade the lot. We can add pool removal to the same job: we break up the shell, fill the hole and compact it. In and next to historic districts, the city protects hexagon block sidewalks, so concrete removal works around them.
Most of the city's historic districts sit near the bay. Local landmark status gives a building a degree of protection from unnecessary demolition. Historic preservation staff review changes to landmarks, and to homes in local historic districts, through a Certificate of Appropriateness. The city also keeps a list of potentially eligible buildings, meant to protect them from demolition.
Restaurants and nightlife spots sit on or near Central Avenue, from downtown out to 34th Street. Development keeps spreading down Central Avenue from the Edge District, on the western edge of downtown. On a redevelopment site, the old building comes down first. The Grand Central District, in the middle of the city, holds many of its cafes, galleries and restaurants. When a space like that changes hands, the next tenant may need it gutted to the studs. We take out the walls, ceilings, flooring and fixtures and haul them away in our trucks and trailers.
