Hurricane Milton dropped record rain on Seffner in October 2024. A week later, streets in the Shangri La neighborhood off US 92 still sat underwater. County staff called the area a bowl with nowhere for water to go. Homes stayed flooded for weeks, and anything touching the floor was ruined.

Seffner sits about 13 miles east of downtown Tampa, well inland from the bay. The water here comes from rain, creeks and lakes, not storm surge. Milton pushed Lake Shangri La into yards and streets, and Baker Creek backed up behind it. Hillsborough County ran a pump at 2,000 gallons a minute and worked to add a second.
A flooded house does not always have to come down. Often the fix is a gut out, so the framing can dry and the rebuild can start. We can take out only the soaked part of a house and leave the rest standing. Walls, ceilings, flooring, cabinets and tile go out, and the debris leaves with us.
Some houses are past that point. If the county floodplain review finds substantial damage, a teardown can be the cheaper road. Seffner had 8,362 residents at the 2020 census, up from 7,579 in 2010. The wider 33584 area holds about 27,200 people and 10,906 housing units. Census figures put the median build year at 1985, and roughly three in five units went up before 1990. Those are the properties that reach the point where the lot is worth more than the building.

Seffner is unincorporated, so it has no city permit desk of its own. Demolition permits for Seffner property go through Hillsborough County, and applications run on the HillsGovHub portal. The county asks for a site plan drawn to scale showing the parcel and the structure coming down. A recorded notice of commencement under Florida Statute 713.13 comes before the first inspection.
Utility sign offs are part of the package: Hillsborough County Public Utilities, Tampa Electric, and the gas and phone providers. On commercial demolition the county also wants the Environmental Protection Commission asbestos project information form with the application. A licensed inspector does the survey itself, and we schedule our work around it. Requirements change, so confirm the current list with the county permit office.
Interstate 4 runs along the north side of Seffner and State Road 574 runs along the south. Older retail buildings, shops, storage buildings and outbuildings sit along those roads and turn over.
