What Hurricane Milton Left Behind in East Pasco

Hurricane Helene hit the Pasco coast hardest in September 2024. Milton was the storm that hurt the east side. County fire rescue said the bulk of Milton's damage sat in the eastern half of Pasco. The county called the flooding historic.

The Cypress Creek gauge in the Wesley Chapel and Lutz area was forecast to reach major flood stage. Crews rescued 150 people across the county. Zephyrhills, just east of here, took 14 inches of rain. The Wesley Chapel Recreation Complex opened as a shelter for people pushed out of their homes.

A flooded house does not always have to come down. Sometimes the fix is gutting the wet part back to the studs so the framing dries. We can take out only the damaged section and leave the rest standing. We have pulled a flooded ground floor out from under an intact garage and living space above it.

Wesley Chapel Housing Stock and Teardown Lots

Most of Wesley Chapel is new. Meadow Pointe broke ground in 1992. Lexington Oaks followed in 1999, Chapel Pines in 2000, Seven Oaks in 2001. Newer names keep arriving, including Union Park, Epperson and Estancia at Wiregrass.

The older Wesley Chapel sits east and north of the master planned subdivisions. Quail Hollow and Angus Valley have been here more than 50 years. Lots there run large, many between 2 and 14 acres, with a semi rural feel. Barns, sheds and 1970s houses sit on that ground.

Those are the lots where a full house teardown pencils out. The land is often worth more than the building. Older mobile homes and manufactured homes sit on that acreage too, and we haul those away. Old inground pools come out the same way when the next owner does not want one.

Demolition Permits in Unincorporated Pasco County

Wesley Chapel is unincorporated, so it has no city permit desk of its own. Demolition permits go through Pasco County Building Construction Services. Applications run through the county PascoGateway portal. The county keeps counter service in New Port Richey, Dade City and Land O' Lakes.

The county wants a site plan with an X through the structure coming down. That plan shows the address, the parcel number, the property lines and the setbacks. Properties in a flood zone also have to show the flood zone line. Jobs over $5,000 need a notice of commencement recorded with the Clerk of Courts.

Asbestos comes before the machines. Florida wants a survey by a licensed inspector, then a notice before demolition starts. Pasco has no local air program of its own, so that notice goes to the state. The Florida Department of Environmental Protection wants it at least 10 working days ahead.

Land Clearing and Commercial Work Along the Growth Corridor

Growth here pushes east from I-75 toward San Antonio. Florida lawmakers created the Connected City district in 2015 as a pilot program. Epperson was the first community inside it, with the first Crystal Lagoon in North America. Two Rivers, another large community, broke ground in 2023.

All of that ground starts as pasture, palmetto and scrub. We clear lots and acreage, pull the stumps and roots, and haul the debris off. After a teardown or a clearing job, we grade the lot and prep the building pad. Sandy soil and a high water table shape how that dirt work goes.

Trees are the part people miss. Pasco County requires a permit to remove protected trees in unincorporated areas. The county states plainly that it has no lot clearing permit of any kind. A parcel with no primary structure needs an assigned address and a site development permit first.

Commercial work follows the rooftops. Retail strips run along State Road 54, State Road 56 and Wesley Chapel Boulevard. Tenants turn over, and older buildings end up in the way of the next project. We take down commercial buildings, additions and outbuildings, and we clear the space out for the next tenant.
